Video Paused Continue Watching Happening More Often

This has recently been happening to me:
I am watching a video, it doesn't always happen but it does most of the time.
I am watching the video, and it just decides to stop going along with the video and skips a few seconds back and continues to do that for a few moments then plays normal and will repeat that every so often.

No, it is not buffering or load, has anyone experienced the same problem?

It doesn't buffer - it glitches. The speed is adequate. Even if the video is fully buffered, it glitches.

Re-install the browser or application. That should fix it.

The you'll have to use another browser then.

I have the same issue, but the strange thing is that it happens on my PC and my Macbook. I reinstalled all browsers, and tried different ones. Nothing helped. It must be a server side issue imo

Then it has to be the Internet speed.
